Current rumors have the release date set for november. But this is blizzard. They are definately not shy about postponing a launch until they feel they are ready.

Rams and Clo have graciously allowed Casi and I to play around a bit on their accounts while we were visiting them. I would say it's definitely playable, and way ahead of the curve as far as stability considering it's still in beta. I have no idea about the gameplay at higher levels though; I hear raid-level content and end-game content are still to be implemented.
